The MPRP Plenipotentiary Right Commission was established in October 1937 and held 50 meetings during its work up to 22nd April 1939 and sentenced 25,437 people; and sentenced 20,099 to death.
Decree of 1stDecember 1939 by the Council of Ministers to establish the “Special Commission”
The Commission played acruel role in committing the dangerous gory repression in which 78 people were victimized in 1939, 42 in 1940 and 86 in 1941 in the SSSR (former name).
Decree to use torture for investigation of political cases
Decreeof 4th February 1942 of Delegates of the Party Central Committee “…Shagdarjav, the Minister of Internal Affairs was given permission to beat and to torture…” and Choibalsan Kh, Surenjav Ch and Tsedenbal Yu signedthis Decree.
Decree No 192, 1st July 2008 “to declare a State of Emergency” approved by Vice-President N. Enkhbayar.
After declaring the state of emergency over 700 ordinary citizens who were going everywhere in the city districts were arrested and interrogated in detention camps. 247 of them were sentenced by the court.
